Every public bin in São Bernardo is fitted with an IoT scale. The bin weighs what each neighbourhood throws away. The cleanest neighbourhood — by kilo per resident — gets the next month's investment in public space: a renovated square, a new playground, paint for a school. The city stops thanking citizens with slogans and starts paying them back in concrete.
